When you apply for a presidential pardon, you must supply at least three character references or “affidavits” with your application – but not just anybody will do.
You cannot ask anybody related to you by blood or marriage to serve as your character reference, nor may anybody who is representing you for the pardon process. This is to ensure that your character references are coming from people who, arguably, have an unbiased take on the situation.
What does a character reference need to include?
It’s also important to note that while three character references are required, you can submit more. If you do, however, you need to make certain that you indicate which three you consider your “primary” character references. In addition, while the affidavit forms that the government provides are preferred, your character references can substitute a letter of recommendation so long as the letter:
- Contains the full name, address and telephone number of the person providing the reference
- Indicates that the person providing the reference understands the offense that is the subject of the pardon
- Is signed by the person acting as your character reference and properly notarized
To be effective, each character reference should introduce themselves and explain how they know you. Then, your reference should acknowledge the gravity of the offense in question and give a general opinion about your overall character as you are today.
Ask your references to give specific examples that illustrate your positive contributions to society or your behavior, and highly your personal growth and the benefits that you’ve had on your community. In addition, ask your references to talk about how a pardon would benefit you and our community, including the fact that you would be able to more fully contribute to society in a beneficial way.
